Micah Walter-Range

Micah leads all operational aspects of Caelus Partners’ business and the Community in Space™ project globally, manages resource alignment and prioritization, and ensures efficient and effective operations. His work is focused on creating partnerships and frameworks that support the economic development needed on Earth to ultimately build the Community in Space. In his previous role as Director of Research and Analysis at the Space Foundation, Micah led development of all research projects and publications. This included 11 editions of the Space Foundation’s annual flagship publication, The Space Report: The Authoritative Guide to Global Space Activity, which is used as a reliable and informative reference source by space agencies, policymakers, industry executives, and the media throughout the world. He has also authored papers on space-specific topics such as the impact of export controls on the U.S. space industrial base, and cross-sector subjects such as the role of space technology in aviation. As a leading expert on the global space economy, Micah has been quoted by The Wall Street Journal, Financial Times, National Public Radio, Space News, ABC News, Bloomberg, Entrepreneur, The Economist, and many other media outlets.

Micah has a Master of Arts in International Science and Technology Policy (with concentrations in space policy and security policy) from The George Washington University’s Elliott School of International Affairs. He also earned a Bachelor of Arts from Swarthmore College, where he double-majored in Astronomy and Political Science.

Kelsey Ocasio-Christian

Kelsey is a proven leader with over 15 years of experience in the global Healthcare and Space industries, fluently leading at the nexus of strategy, operations, and science & technology. She is a strategic problem-solver who excels at bringing together multi-dimensional insights and leading diverse stakeholders within complex ecosystems to make decisions that shape the future. She is a value creator who impacts millions of lives and contributes billions of dollars to the global economy. She is transforming the global space industry through advising on commercial opportunities for growth and value creation, grounded in community development principles. She led growth in A.T. Kearney’s Health practice as core member fostering relationships and serving clients on top strategic priorities ranging from commercialization and growth to organizational transformation and operational excellence. She served as board member for multiple nonprofits leading change for their communities.

Kelsey has a Master of Business Administration from The Wharton School at the University of Pennsylvania and a Bachelor of Science in Engineering, with a major in Bioengineering, from the University of Pennsylvania.


Co-Founder

Jose Ocasio-Christian

Jose is the architect and foremost advocate of the Community in Space™ project. He sets the strategic direction of Caelus Partners, builds relationships globally, and serves our clients on multiple strategic dimensions. Jose is our agent of change in the most difficult challenges that the world has for the space domain and is driven by something greater than himself. Previous to this, Jose was an Infantry Officer in the US Army. His experience leading multiple complex and diverse organizations to achieve success in volatile, uncertain, challenging, and ambiguous situations around the world in the classified and open source environments within the US military is now being applied to the challenge of commercializing space globally. He has provided vision and direction to strategic and operational teams to work across different cultures and to understand fragmented stakeholder motivations to arrive at optimal solutions, something critically needed in developing the economic engine for the space domain. He has managed strategies worth hundreds of billions of dollars that impacted millions of individuals in the United States, its military, and overseas. He has led change efforts to fundamentally transform critical aspects of communities to help them thrive and prosper.

Jose holds a Master of Science in Joint Campaign Planning and Strategy from the National Defense University (Joint Advanced Warfighting School). He also has a Bachelor of Science in Education and Bachelor of Arts in Mathematics from the University of Massachusetts.
